Nobody comes to work to break the law, and nobody turns up to put a colleague in danger, to create a hostile environment, or to ignore a safety hazard. Yet the way we teach people to stay safe, legal, ethical and healthy at work is so far removed from the experience of actual work that nothing sticks. We race people through click-next elearning to reach the quiz, we tick the box, we file the report and we call it done. It is not done, as the Judiciary needs more.

In January 2026, the Queensland Industrial Relations Commission handed down a decision to make every HR and L&D leader in Australia sit up. In Loquias v The Star Entertainment Group, an employer was found vicariously liable for sexual harassment despite having a comprehensive policy, formal procedures and mandatory training, and the court did not criticise the content. It found the delivery fundamentally flawed, because managers were completing compliance training while simultaneously running the casino floor. It was moved online because it was quicker and cheaper, and the ruling was clear: genuine training cannot reasonably occur when employees complete training while attending to their duties.

Phases
Our Four Phase Method
Born from our experience with our tried and tested Strategy Builder process, our CARE Compliance process is a four-phase advisory engagement that takes you from an honest audit of where you are now to a compliance culture that changes behaviour, not just dashboard numbers. Delivered in as little as three months.
Months 1 to 2
Phase 1: Curiosity
We audit your current compliance approach honestly, exploring who does what, how often and with what results, and identifying the gaps between policy, legal obligations and lived behaviour. We agree success measures with you before anything undertaken so everyone knows the goals.
Month 2
Phase 2: Advice
An executive report and presentation that makes the case for a new approach, with a clear campaign concept and the evidence your Senior Leaders and Board need to say yes to doing this differently.
Months 2 to 3
Phase 3: Rebuild
Together we design your ‘We Care, I Care’ campaign: the learning experiences, campaign assets, communications and manager toolkits that make compliance genuinely part of your culture, not a module but a movement. We do it together, so the opportunity is replicable in the future, as laws change and audits add new mandatory modules.
Month 3 and ongoing
Phase 4: Embed
We will support your launch, engagement monitoring and ongoing coaching. We measure behaviour change rather than simply completion rates and build your L&D team’s capability to own this for the long term.

This is Not Theory. It Works.
A major UK broadcaster built their entire Code of Conduct programme around a single question borrowed from one of their own TV shows: is it okay? Over six weeks, one Code of Conduct topic per week, they ran a campaign rather than a course, with peer video stories, manager toolkits, digital posters throughout the office and scenario-based e-learning featuring real scenarios from real people across the organisation, from the chief executive to the graduate intern.
The training had previously sunk without trace twice, and the campaign worked. Gifts and hospitality declarations went up and stayed up, conflict of interest declarations went up and stayed up, and the result was measurable, lasting behaviour change rather than a completion report.

FAQs
We already have compliance training. Why would we need this?
If your current approach is primarily mandatory elearning with a quiz, you have compliance theatre rather than compliance culture, and a Queensland court confirmed in January 2026 that this approach may not even protect you legally. We work with what exists, wherever possible, and are not here to burn everything down or rebuild from scratch, unless that is what is needed. We start with Curiosity to establish what is and is not working for you.
We are a small organisation. Is this relevant for us?
Yes. CARE Compliance scales to any organisation. Everyone who cares about their staff being safe, legal, ethical and healthy in work can benefit from our process.
How is this different from buying a compliance elearning library?
An elearning library gives you content, while this gives you strategy, culture change, a learning campaign and a compliance approach that stands up legally and actually shifts behaviour. Content without a strategy is how you risk something going wrong and ending up in front of a court.
Can we just commission Curiosity and Advice to start?
Absolutely. Many clients begin with finding out their true compliance conditions to build the business case internally and then commission Rebuild and Embed once leadership buy-in is confirmed.
