Compliance training is broken. Here is how CARE Compliance fixes it.

Over the past two months I have been banging my drum, because I care. In June’s blog, I argued that compliance training is L&D’s shop window, and pointed to court decisions confirming that tick-the-box delivery is not just bad learning practice but a legal liability. In July’s blog, I shared the 3Rs framework, Required, Resourced and Referred, as a way to design compliance learning that starts with people rather than a completion rate. This month I am launching the product that makes both of those philosophies practical: CARE Compliance.

The problem we are solving

Most compliance training follows the same pattern. A policy, a piece of legislation or an audit finding triggers a decision that something needs to be trained. A brief lands in L&D, or bypasses it altogether and goes straight to a subject matter expert or procurement. A generic elearning module gets purchased, built or dusted off from last year. An email goes out, a dashboard tracks completion, managers get chased, and the 90% target is eventually hit. The audit report is filed. Nobody asks whether anything actually changed, because the system was never built to answer that question.

This is not a small problem. The judiciary is now (finally) confirming what L&D has long suspected: tick-the-box training does not meet the standard organisations need it to meet, for the business or for the people it is meant to protect. Compliance training exists to keep people safe, legal, ethical and healthy at work. It does not exist to be endured once a year and forgotten by the time the quiz is completed.

Compliance is often not owned by L&D, but that is no excuse. Learners do not see the org chart, they see the experience, and a poor one damages our brand and reputation in ways that spill into every other learning programme we run. This is our shop window, whether we asked for the job or not.

So the stakes keep rising. Positive duties, reasonable steps tests and reporting standards are landing on organisations faster than most compliance programmes can adapt to them. A module that was defensible five years ago is not automatically defensible now. Treating compliance training as a fixed asset you build once and leave alone is not a viable strategy, legally or culturally.

Why campaign learning is the shift

The answer is not better modules. It is treating compliance as a communication, culture and learning challenge at the same time. We can borrow from what marketing has done for decades with campaigns: multiple touchpoints, human stories, and managers equipped to have real conversations rather than forward an email about completion rates. Done well, campaign learning stops feeling like compliance and starts feeling like something the organisation cares about, which is what makes people in that organisation also care instead of fear reporting compliance.

Introducing CARE Compliance

Rebuild: Now we are clear on what actually needs rebuilding, we can work alongside you or rebuild for you. Everything rarely needs rebuilding, so we are pragmatic about getting everyone safe, legal, ethical and healthy in work. That might mean wrapping a campaign around what you already have, a new learning design, or a full rebuild with our Associate agency partners, who build learning campaigns rather than click-next elearning.
